El Paso County’s plan for its roads through 2045 lists $2.45 billion of work, and about a quarter of it is on Tri-Lakes and Black Forest roads. Highway 105 and a handful of intersections have money and construction dates. The county never meant to pay the whole bill: the plan’s price tag is, above all, the basis for the road impact fee charged on new construction.

Woodmoor Drive’s New Roundabout Will Be at the Park-and-Ride Entrance
El Paso County will build a roundabout on Woodmoor Drive at the north entrance to the Monument Park-and-Ride, about 460 feet north of Lake Woodmoor Drive, and add medians that stop left turns from Lake Woodmoor Drive onto southbound Woodmoor. The $2.6 million construction contract is paid from the region’s transportation sales tax, and work is expected to start late this year.
