How to read these. A member’s position is recorded on the item, not on the wording of the motion: a vote in favor of a motion to deny an application counts as opposition to that application. How a member’s position is decided

A point that is easy to get backwards: a position is recorded on the item, not on the wording of the motion. A vote in favor of a motion to deny an application is recorded as opposition to that application, and a motion to approve that fails is recorded as the item not being approved. Procedural motions — adjournments, executive sessions, agenda management — stay in the record but are excluded from member scorecards.

Where the records come from

El Paso County publishes a per-vote page listing the full roll call by name, so the county record is read directly from the county’s own voting records. Monument and Palmer Lake publish their minutes as scanned documents, which are transcribed and then read by a parser that reports only what it can match in the text. Attendance is counted in meetings; positions are counted per item, so a member who misses one meeting with eight items misses eight votes but one meeting.
