Monument has pushed back the adoption of its new comprehensive plan and downtown master plan by four weeks. The Planning Commission continued its public hearing on both drafts to October 14, and the Town Council’s vote, first scheduled for October 5, is now listed for November 2. Residents who want a say can still speak at the hearing, write to the planners or take it up with council members in person.

The Town of Monument published the two drafts on August 26: a 256-page comprehensive plan called Monument 2040 and a 74-page downtown master plan. The Planning Commission opened a public hearing on both on the evening of September 9, after an afternoon open house at Town Hall. “At the conclusion of the public hearing,” the town’s project page now says, the commission “continued the public hearing to October 14 to provide them more time to review and consider the presented draft documents.”

The council’s date moved with it. The town’s schedule had set the Town Council‘s presentation and adoption for October 5, the date the Independent reported in early September and again in its recap of the September 21 council meeting. The schedule now lists the continued hearing before the Planning Commission on October 14 at 6 p.m. and the council’s presentation and adoption on November 2 at 6:30 p.m. The agenda for the council’s October 5 meeting carries neither plan.

The new date is the night before Election Day. Five of the council’s seven seats, the mayor’s among them, are on the November 3 ballot, and ballots go in the mail on October 5. The vote on the plan stays with the council now sitting.

What is being decided

A comprehensive plan is the policy document that land-use decisions in Monument are measured against, and this one is meant to guide the town for the next decade and more. It carries 50 goals and 141 strategies. The downtown plan draws two redevelopment concepts: a three-story, 60-unit mixed-use building at Front and 3rd streets, and a 4.5-story, 140-unit apartment building at the 2nd Street gateway, which the plan itself says “received mixed feedback.” The Independent’s guide to the drafts sets out what is in both.

Once adopted, the comprehensive plan can be amended only the way it was adopted: a Planning Commission hearing, then a council vote. When the town released the drafts it put one question to residents: “Does the Monument 2040 represent the future you want for Monument?” The extra four weeks are a chance to answer it.
