Ask who runs the Tri-Lakes and you will get five different answers — all correct. Here is the map.
Monument Town Council
Seven voting members: Mayor Mitch LaKind, Mayor Pro Tem Steve King, and Councilmembers Sana Abbott, Marco Fiorito, Kenneth Kimple, Laura Kronick, and Chad Smith. Regular meetings are the first and third Monday at 6:30 p.m. at Town Hall (645 Beacon Lite Rd.), with agendas, packets, and video on the town’s public meeting portal. The council sets the town budget, water policy, land use inside town limits, and the municipal code.
Palmer Lake Board of Trustees
A mayor and board of trustees govern Palmer Lake, meeting twice monthly. Palmer Lake controls its own land use — which is why the Buc-ee’s annexation fight of 2025–26 ran through this board before the company withdrew its application in February and pivoted toward unincorporated county land.
Lewis-Palmer School District 38
An elected five-member Board of Education governs D38 — budgets, boundaries, curriculum, and the schools most Tri-Lakes kids attend. Meetings are monthly, with agendas posted on the district site.
El Paso County Board of County Commissioners
The five-member BOCC is the land-use authority for everything outside town limits — which includes the Buc-ee’s parcel at I-25 and County Line Road, Flying Horse North, and most of the growth pipeline around us. Under the 2023 district map, the line through the Tri-Lakes follows I-25 and detours around the Town of Monument: the towns of Monument (including Jackson Creek) and Palmer Lake vote in District 3, while the unincorporated Tri-Lakes — Woodmoor, Gleneagle, Black Forest — and the Buc-ee’s site fall in District 1 (an open seat in 2026 — Holly Williams is term-limited). Districts 1 and 5 are on the June 30 primary ballot. Two of the five seats are on the June 30 primary ballot.
The special districts
Water, sewer, fire, and parks in much of the area belong to special districts with their own elected boards: Triview Metropolitan District (Jackson Creek), Donala Water & Sanitation (Gleneagle), Monument Sanitation District, Monument Fire District, and the Woodmoor Improvement Association, among others. They tax, they borrow, and they decide whether the tap turns on for the next subdivision — and almost nobody watches them.
